More accessibility by law
On 28 June 2025, the European Accessibility Act (EAA) will come into force. This EU directive will be implemented in Germany through the Accessibility Reinforcement Act (Barrierefreiheitsstärkungsgesetz, BFSG), which stipulates that products and services in certain industries must be universally accessible from that date onwards. Digital offerings are becoming more accessible

Frequently asked questions about the European Accessibility Act
When will the European Accessibility Act come into force?
The European Accessibility Act (EAA) was enshrined in German law through the Accessibility Reinforcement Act (BFSG) in July 2021. The accessibility requirements for consumer products and services must be implemented by 28 June 2025. These products and services include (among other things) all online stores, hardware, and software, as well as cross-regional transportation and banking services.

Who does the European Accessibility Act apply to?
The EAA is being implemented in Germany through the Accessibility Reinforcement Act (BFSG). The law affects manufacturers, retailers, service providers, and importers of specific products. Certain exemptions are made for micro-enterprises with fewer than 10 employees or an annual turnover of less than 2 million euros.
Market surveillance authorities may restrict or prohibit the provision of products or services which do not conform to the new legislation. Products could even be withdrawn or recalled. It is important to note that this not only applies to manufacturers, but also to retailers and importers.
Which products does the European Accessibility Act apply to?
In Germany, the EAA (or, more specifically, the BSFG) applies to the following products released after 28 June 2025:
- Hardware systems, including operating systems
- Self-service terminals: payment terminals, ATMs, ticket vending machines, check-in terminals, self-service information terminals
- Consumer devices with interactive services which are used for telecommunications services or to access audiovisual media services
- E-readers
Which services does the Accessibility Reinforcement Act apply to?
The following services provided after 28 June 2025 are covered by the BSFG and must allow barrier-free user access:
- Telecommunications services
- Transportation-related services: websites, apps, electronic tickets and ticketing services, travel information services, interactive self-service terminals
- Consumer banking services
- E-books and associated software
- Services relating to electronic business transactions
